This was something that I meant to clarify a while ago. If you have not noticed, last year we have put in place that the ratio for Pokemorphs is 1:2. That is, one Pokemorph for every two humans. In what order they are created does not matter. I'm fairly certain almost all of you already know this.
However, what I failed to say was that any character created PRIOR to this rule will be exempt from the ratio. That is our token to you for putting that rule into place after Noctis had already launched.
